Child Protective Services Law and its Impact on Volunteers in TYA

The Commonwealth of Pennsylvania recently passed a state law known as the Child Protective Services Law.  The intent of this law is to protect the youth of Pennsylvania.  All youth serving organizations within the Commonwealth are covered under this new law.  Volunteers in the Towamencin Youth Association are required to provide background check clearances.  Please review this information and take the required action.

Who is required to comply with the new Pennsylvania law?

All adults who may have care, supervision, guidance or control of children, or routine interaction with children must have proper clearances.  “Routine interaction” is defined as regular and repeated contact that is integral to the volunteer responsibilities.  Thus, all registered Coaches and Assistant Coaches and all other volunteers designated by the Sport Director must secure clearances. 

Effective July 1, 2015, Pennsylvania state law requires that volunteers for TYA are required to obtain and provide background checks prior to serving as a volunteer.

Volunteers must provide electronic copies (PDF, scanned images) or copies of the following required documents to the Sport Director for the sport in which he/she is volunteering.  Similar clearances obtained from other volunteer or employment organizations will be accepted.

Steps to Complete PA Mandatory Background Checks for TYA

 

    1.    Child Abuse History Clearance from the Pennsylvania Department of Human Services

    2.    PA State Police Criminal Record Check

    3.    Signed Disclosure Statement Application (if continuous PA resident for ten (10) years)

There is no cost for the above three-step background clearance.

If the volunteer has not lived continuously in Pennsylvania for ten (10) years, an FBI Fingerprint-based check is required at a cost of $27.50.

Nearby Fingerprint locations are available.  It may take four to six weeks for the clearance to be completed.
